Introduction of Rice E-Services :
Authorisation for Delivery of Rice

Introduction

Further to the Rice Control Circular No. 1/2021 dated 29 October 2021 informing the trade of the "Introduction of E-submission Services: Applications for Import/Export Licence for Rice and Registration as a Stockholder of Rice", we are delighted to announce the launching of the E-Services for the authorisation for delivery of rice today. Registered rice stockholders can now (a) submit applications for and (b) download the authorisation for delivery of rice issued by the Trade and Industry Department (TID) electronically.

Details

2.In the past, application for authorisation for delivery of rice (TID232) could be submitted electronically through TID's e-Form Submission Service <https://www.tid.gov.hk/english/aboutus/form/publicform/nontextiles/form_nontextiles.html> while after approval of the application, the authorisation for delivery must be collected in paper form at our Department.

3.To provide greater facilitation to the trade, TID launches the aforementioned E-Services today. Registered rice stockholders can now (a) lodge their applications for and (b) download the authorisation for delivery of rice electronically by logging in their user accounts under TID's Rice E-Services <https://www.tid.gov.hk/portal/english/rice.html> with their passwords.

4.If an application for authorisation for delivery of rice is approved, an email will be sent to notify the registered rice stockholder. He may then log in his E-Services account to download and print the authorisation document. Registered rice stockholder should pass the printed authorisation document to the approved rice storage place when taking delivery of rice. The authorisation document will normally be ready for download the next working day following lodgement. Registered rice stockholders are reminded to submit the confirmation of rice arrival to TID before lodging the relevant e-application for authorisation for delivery of rice so that the Department can have their up-to-date records of actual imports of rice and there will be sufficient balance of quantity for taking delivery of rice. To learn how to use the new E-Services, registered rice stockholders may log in their Rice E-Services accounts to download the "User Manual for E-Option Service of Rice Control Scheme" for reference.

5.Notwithstanding the introduction of the above E-Services, registered rice stockholders can still choose to lodge the application and collect the authorisation in paper form at TID in person as at present. However, please note that TID no longer accepts e-applications submitted via TID's e-Form Submission Service <https://www.tid.gov.hk/english/aboutus/form/publicform/nontextiles/form_nontextiles.html>. Registered rice stockholders should lodge the electronic applications via TID's Rice E-Services in paragraph 3 above.

Rice E-Services Account

6.An E-Services user account and an initial password have been assigned to each registered rice stockholder since June 2021 for their using the relevant E-Services. In case a registered rice stockholder has forgotten his user account name and/or password, he may request TID to retrieve his user account name and/or re-set a new initial password by completing the form "Request for Retrieval of E-services User Name/Re-setting of Password of Rice (TID 243)" which is available for download at <https://www.tid.gov.hk/english/aboutus/form/publicform/nontextiles/form_nontextiles.html>.

Benefits of the E-Services

7.With the introduction of the above E-services, registered rice stockholders can lodge e-applications for authorisation for delivery of rice and download the authorisation documents round-the-clock. They no longer have to visit TID for lodging the applications and collecting the authorisation documents, thereby saving their travelling time and cost. Hence, registered rice stockholders are cordially invited to experience the convenience brought about by the E-Services.
