To apply for Factory Registration (FR), please complete the Application Form for Factory Registration (TID91) and prepare the supporting documents in accordance with the Checklist of Supporting Documents attached to the Form. Supplementary sheets may be used if the space provided in Part Two of the Form is insufficient. To minimise the need for deferments and resubmissions, applicants are encouraged to email or fax the draft applications to us for preliminary checking. Our colleagues will help to review the draft applications and contact the applicant to offer assistance or advice.
Depending on the product(s) to be registered, applicants may be required to provide additional information or supporting documents to support the application. Please contact the FR Section of the Trade and Industry Department (TID) for details (tel. no.: 2398 5531).
The registration fee (currently $3,003 per annum) can be paid by credit card at TID's e-Payment Platform Portal, by e-cheque emailed to fr_section@tid.gov.hk, using pay-in slip at any branch of the Hong Kong and Shanghai Banking Corporation, or by means of cash, Easy Pay System (EPS), Faster Payment System (FPS) or cheque at the Shroff and Form Sales Counter, Room 1309 of Trade and Industry Tower please refer to the (Notes for Payment of Factory Registration (FR) Fee)).
Please note that receipt of payment of FR fee shall not be deemed an indication that the FR application will be/has been approved.
After the application and supporting documents have been checked in order, an appointment will be made with the signatory of the application to attend an interview with an authorised officer of TID, who will explain the conditions of registration and witness the signing of the declaration and undertakings.
For the interview, the signatory of the application should come in person to TID with his or her Hong Kong Identity Card or passport, the company chop and the application documents. The signatory should be the sole-proprietor (in the case of sole-proprietorship); one of the partners (in the case of partnership); a director/responsible person authorised in writing by the board of directors (in the case of a limited company)1.
The factory will then be inspected by officers of the Customs and Excise Department.
If everything is in order, TID will inform the applicant of the approval of the application and the FR number in writing. The registrants may then apply for Certificates of Origin in respect of the products registered to cover their relevant exports and use other facilities which require a valid FR.
A Factory Registration (FR) is valid for one year. A registered factory has to renew its FR annually if it wants to continue to make use of the Trade and Industry Department (TID)'s certification services and facilities. For renewal of FR, a factory should:

The FR of a manufacturer will become invalid and the FR number will be deleted if it is not renewed on or before the expiry date.
Any manufacturer with valid Factory Registration (FR) is legally bound to observe all the conditions of registration as stipulated by the Trade and Industry Department (TID). Registration particulars must be kept up-to-date and any change must be notified to TID immediately.
The manufacturer should notify TID of the change in registration particulars either in writing (on company letterhead with FR number stated), or by completing an Application for Amendment of Registration Particulars under Factory Registration (TID 99). If manufacturers would like to submit fillable forms via the website of TID, please also register information relating to the relevant Organisational Digital Certificates with the FR Section. For simple cases, TID will inform the applicant normally within 1 clear working day (if the application is lodged through the online system) or 3 clear working days (if the application is lodged in paper mode) of the result of the application. For complicated cases such as amendment of certain material particulars, a factory inspection may be conducted by the Customs and Excise Department to verify the information provided. In these cases, the applicant will normally be informed of the outcome of his application within 14 clear working days after lodgment of the application.
For applications involving change of FR Signatory, or amendments of a number of items or several previous amendments, a fresh Application Form for Factory Registration (TID 91) has to be lodged.
At the time of application for Certificate of Origin (CO), manufacturers should have registered all of their products produced and furnish up-to-date product HKHS codes and authorised signatories to the FR. Information which does not tally with TID’s FR record may result in deferment of CO applications.
Should a registered factory apply for cancellation of registration, the manufacturer must do so in writing, or lodge an Application for Cancellation of Factory Registration (TID 98). The Factory Registration number of the cancelled registration will be revoked. Any paid registration fee will not be refunded.
A manufacturer may re-apply for Factory Registration (FR) after its previous registration is cancelled. The applicant should follow the same procedures as a new applicant for FR. If everything is in order, the application will be approved and a new FR number will be allocated to the applicant.
