Rough Diamond Trader Registration Circular No. 2/2016

Cessation of Sale and Acceptance of Paper Forms Kimberley Process Certificates (Import) (TID 503) and Kimberley Process Certificate (Export) (TID 504)

This is to inform the trade that, with effect from 1 March 2016, the sale of paper forms for Kimberley Process Certificate (Import) ("TID 503") and Kimberley Process Certificate (Export) ("TID 504") will cease. Starting from 1 April 2016, Trade and Industry Department (TID) will stop accepting these paper forms TID 503 and TID 504 to apply for Kimberley Process Certificates.

Arrangements for the Cessation of Sale and Acceptance of Paper Forms TID 503 and TID 504

2. Currently, paper forms TID 503 and TID 504 can be purchased at the TID and Information Services Department (ISD). With the introduction of the applications forms TID 503A and TID 504A in April 2015, it has been foreshadowed that application forms TID 503 and TID 504 will be phased out in due course. Please be informed that starting from 1 March 2016, TID and ISD will cease to sell paper forms TID 503 and TID 504. Traders who have purchased TID 503 and TID 504 before 1 March 2016 may continue to use these forms to apply for Kimberley Process (KP) Certificate before 1 April 2016. With effect from 1 April 2016, TID will stop accepting paper forms TID 503 and TID 504 to apply for KP Certificates.

Application for KP Certificates

3. With effect from 1 April 2016, when TID no longer accepts forms TID 503 and TID 504, traders may continue to use the following two existing means to submit applications for KP Certificates:

  1. For those rough diamond traders who have registered an E-Account with TID, you may use electronic submission (E-Application) to lodge application for KP Certificate (Import) and KP Certificate (Export);
  1. For those rough diamond traders who prefer to submit their applications for KP Certificate in paper, you may use application forms TID 503A and TID 504A which can be downloaded free of charge. Advantages of using E-Application

4. The majority of registered rough diamond traders are now using electronic submission to apply for KP Certificates. For those traders who are still submitting KP Certificates in paper mode, you may wish to be aware of the following benefits of electronic submission as compared to paper submission.
  • E-application can be made round the clock and not limited to the opening hours of Rough Diamonds and Ozone Depleting Substances (RDODS) Licensing Unit;

  • For rough diamond traders who have registered an E-Account with TID, when preparing the E-Application, the applicants' names and addresses will automatically appear on the KP Certificate application. This will not only save time and effort but will also avoid errors on the application form.

  • Starting from 1 February 2016, after TID has completed pre-vetting of the E-Application, a "Collection Notification" will be sent to the applicant by e-mail. The trader can print the collection notification and proceed directly to the Shroff and Form Sales Counter of TID to pay the relevant application fees for KP Certificate. After payment of fees, the applicant can proceed to the RDODS Licensing Unit to collect the KP Certificate. 5. For traders who are interested to make use of E-application, you are invited to file an application for E-Account with TID. Subscription for the E-Account is free-of-charge. Application form for E-Account can be downloaded from the following link in the TID website:

Reminder

6. For rough diamond traders who are accustomed to lodge their KP Certificate applications in paper, please be reminded that with effect from 1 April 2016, TID will cease to accept saleable forms TID 503 and TID 504. If they would like to continue to lodge KP Certificate applications in paper, such applications must be made on downloadable form TID 503A or TID 504A. The cessation of sale of paper forms TID 503 and TID 504 does not affect those rough diamond traders who lodge their KP Certificate applications via e-submission.
