Rough Diamond Trader Registration Circular No. 1/2016

Introduction of a New Arrangement for Payment of Application Fees for Kimberley Process Certificates Lodged through E-Account

This is to inform the trade that, with effect from 1 February 2016, the Trade and Industry Department (TID) will introduce a new arrangement for payment of application fees for Kimberley Process Certificates (Import) and Kimberley Process Certificates (Export) lodged through the E-Account.

Existing Arrangement for Payment of Application Fees

2. At present, rough diamond traders who have registered with TID for electronic submission can lodge their applications for Kimberley Process Certificate (KP Certificate) electronically via the internet (E-Application). When TID has completed the pre-vetting of the E-Application, an email will be sent to the applicant. The applicant or an authorized representative can print the email and bring it to the Rough Diamonds and Ozone Depleting Substances (RDODS) Licensing Unit. Under the existing arrangement, a payment slip will be issued to the applicant who will go to the Shroff and Form Sales Counter (Shroff counter) to make the required payment. After payment, the applicant will return to the RDODS Licensing Unit to complete the lodgement procedures and collect the KP Certificate.

New Arrangement for Payment of Application Fees

3. With effect from 1 February 2016, when TID has completed the pre-vetting of the E-Application, a "Collection Notification" will be sent to the applicant. The applicant or an authorized representative can print the Collection Notification and bring it directly to the Shroff counter to make payment. Upon payment of the required fees, the Shroff counter will make a franking imprint at the bottom of the Collection Notification. The applicant can then go to the RDODS Licensing Unit to complete the lodgement procedures and collect the KP Certificate. Samples of the Collection Notification for Kimberley Process Certificate (Import) and Kimberley Process Certificate (Export) are at Annex 1 and Annex 2 (pdf format) respectively.

4. Under the new arrangement, traders can print the Collection Notification and go directly to the Shroff counter to make payment. They can save one trip as they are no longer required to go to the RDODS Licensing Unit to obtain the payment slip. Please note that new arrangement aims to facilitate traders in making payment for the KP certification fees only. Please be reminded that the existing requirements for the issue of KP Certificate remain unchanged. Applicants or an authorized representative are required to sign and stamp the company chop on the KP Certificate before it is issued.

6. Registered rough diamond traders who have registered an E-Account with TID are encouraged to lodge applications for KP Certificate via electronic submission. For those traders who have not registered an E-Account, you may wish to do so and enjoy the convenience of lodging your application for KP Certificate via electronic submission.
