Rough Diamond Trader Registration Circular No. 1/2015

Introduction of Downloadable
Kimberley Process Certificates (Import) Application Form (TID 503A)
Kimberley Process Certificates (Export) Application Form (TID 504A)

This is to inform the trade that with effect from 28 April 2015, rough diamond traders may download application forms for the Kimberley Process Certificates (Import) and Kimberley Process Certificates (Export) from the Trade and Industry Department (TID) website.

The Downloadable Kimberley Process Certificate Application Forms

2. At present, registered rough diamond traders who lodge their applications for Kimberley Process Certificate on paper would need to purchase saleable forms TID 503 and TID 504. With the introduction of the downloadable Kimberley Process Certificate (Import) Application Form (TID 503A) and Kimberley Process Certificate (Export) Application Form (TID 504A), registered rough diamond traders will no longer need to purchase saleable forms TID 503 or TID 504. The downloadable application forms TID 503A and TID 504A can be downloaded free of charge from the TID website below:

Application Procedures

3. After downloading the relevant Kimberley Process Certificate Application Form (TID 503A or TID 504A), registered rough diamond traders should fill in the information required (either by typewriter or by hand). They should sign and apply their company chop on the completed application form. Duly completed application form,with relevant supporting documents, should be lodged in person with TID at the following address:

700 Nathan Road, Hong Kong

Please refer to Annex 1 and 2 (pdf format) for specimen copies of TID 503A and TID 504A. A guidance note on How to Complete the Kimberley Process Certificate (Import) Application Form and Kimberley Process Certificate (Export) Application Form is at Annex 3 (pdf format).

4. On receipt of the Kimberley Process Certificate Application Form (TID 503A or TID 504A), TID will issue a receipt to the applicant for payment of certification fees and collection of the Kimberley Process certificate later.

5. For Kimberley Process Certificate application lodged in paper using downloadable form (TID 503A or TID 504A), TID will process the application and print the information on the Kimberley Process Certificate. When registered rough diamond traders or its authorized representatives come to TID to collect the Kimberley Process Certificate, they are requested to check the information before they sign and apply their company chop on all copies of the Kimberley Process Certificate.

6. Notwithstanding the introduction of the downloadable forms TID 503A or TID 504A, TID will continue to accept applications for Kimberley Process Certificate lodged in paper using Saleable forms TID 503 and TID 504 until further notice.

Applications for Kimberley Process Certificate via e-channel

7.Registered rough diamond traders are aware that TID has been accepting applications for Kimberley Process Certificate lodged electronically since April 2009. Once traders have been registered with TID for electronic submission, they can enjoy the convenience of lodging their applications for Kimberley Process Certificate and supporting documents electronically via the TID website. By using the e-channel, traders can save one trip for lodging the Kimberley Process Certificate paper applications to TID in person.

8.When the Kimberley Process Certificate is ready for collection, traders will be notified by e-mail.They can print the receipts by themselves and present the receipt to TID for payment of fees and collection of the Kimberley Process Certificates. When registered rough diamond traders or its authorized representatives come to TID to collect the Kimberley Process Certificate, they are required to sign and apply their company chop on all copies of the Kimberley Process Certificate.

9.Traders are requested to note that the processing time for applications for Kimberley Process Certificate submitted on TID 503/TID 504, TID 503A/TID 504A or via electronic submission is the same. Under normal circumstances and upon payment of the prescribed certification fees, registered rough diamond traders can obtain the Kimberley Process Certificates (Import) on the same day and the Kimberley Process Certificates (Export) on the following working day after the lodgment of the applications.

10.Registered rough diamond traders are encouraged to register with TID and experience the convenience of submitting their applications for Kimberley Process Certificate using e-channel. Please refer to the link below for the application form (Annex 4 (pdf format)).
