Import/Export Licence for Rice under the Trade Single Window
Training Class on E-services

Introduction

Trade Single Window (TSW) is a one-stop electronic platform for registered users to lodge import and export trade documents with the Government online. Services under TSW has now reached Phase 2 and will be extended to cover Import/Export Licences for Rice. To enable you to get prepared for using this new services, we are now inviting interested parties to attend training classes on e-service for Import/Export Licence for Rice under the TSW.

Existing e-Form Submission Service will Cease Operation

2.E-service for Import/Export Licence for Rice under TSW is envisaged to be introduced by end January 2024. When the new e-service under TSW is successfully launched, the existing services provided for Import/Export Licence For Rice through TID's e-Form Submission Service platform will cease operation. However, traders can continue to lodge applications for Import/Export Licence for Rice in paper form in person after the introduction of the above e-service for Import/Export Licence for Rice under the TSW. In other words, both e-submission under TSW and the existing paper submission of Import/Export Licence for Rice will operate in parallel after the above e-service is launched.

Registration with the TSW

3.Traders who would like to use the above e-service for Import/Export Licence for Rice under the TSW should register as TSW users now. For details on the registration procedures, please visit TSW website at <www.tradesinglewindow.hk> or contact TSW enquiry hotline at 2117 3348.

Digital Certificate or "iAM Smart+"

4.Company users will be required to provide their digital certificates and digital signatures for authentication when submitting applications for Import/Export Licence for Rice through TSW. As such, a company user should either apply for a digital certificate issued by a Certification Authority which is recognised by the Government, or have a person authorised by the company to submit licence applications to register as an "iAM Smart+" user. For details, please refer to Annex 1 (pdf format).

Training Classes

5.Training classes are being organised to enable traders to learn how the TSW System works before the launch of the above e-service. The training class will cover the introduction of TSW portal and the procedures of applying for the Import/Export Licence for Rice through TSW. Each participant will be provided with a computer to gain hands-on experience on the various functions related to the application of Import/Export Licence for Rice through TSW. Six training classes will be organised as follows:

6.To reserve a seat, please complete the registration form at Annex 2 (pdf format) and return it by email (email address: rice_form@tid.gov.hk) or fax (fax no.: 3525 0987) on or before 10 November 2023 (Friday). Successful participants will be notified by email. Owing to the limited seats available, seats will be allocated on a first-come-first-served basis. For English speaking traders, please complete the aforementioned form as well. We will consider and make separate arrangement as appropriate.
