Rough Diamond Trader Registration Circular No. 2/2013

Amendment of Schedule 7 to the Import and Export (General) Regulations (Cap. 60 sub. leg. A)

Further to the Rough Diamond Trader Registration Circular No. 1/2013 dated 24 May 2013, this circular informs the trade that the legislative process for amendment of the list of specified countries or places ("the list") in Schedule 7 to the Import and Export (General) Regulations (Cap. 60 sub. leg. A) has been completed, and that the following countries will be added to the list in Schedule 7 with effect from 19 July 2013 :

The Kingdom of Cambodia
The Republic of Kazakhstan
The Republic of Panama

Schedule 7 specifies the list of countries or places for which the certification scheme for rough diamonds in Hong Kong is effective or as permitted by the Kimberley Process (KP). The updated list is at Annex (pdf format) for information.

2. To facilitate traders to plan their imports/exports and apply for a KP Certificate (Import)/(Export) before shipment, this Department will start to accept applications for KP Certificate in relation to the above three countries with effect from 18 July 2013.
