Commercial Information Circular No. 703/2018

European Union (EU)* : Imposition of provisional anti-dumping duty on electric bicycles originating in the Mainland of China

Further to Commercial Information Circular No. 433/2018 of 8 May 2018, the European Commission (the Commission) has published an implementing regulation to impose a provisional anti‑dumping duty on imports of electric bicycles originating in the Mainland of China.  The regulation is available at:

2.Salient points of the regulation are set out below -

(a) Product : Cycles, with pedal assistance, with an auxiliary electric motor, currently falling within CN codes 8711 60 10 and ex 8711 60 90.  These CN codes are given for information only.
(b) Rate of Duty : 83.6% of the net, free-at-Union-frontier price, before duty (except for a number of companies with individual duty rates from 21.8 to 83.6%).
(c) Effective Date : 19 July 2018 (the duty will apply for six months).
(d) Collection of Duty : The release for free circulation in the EU of the product shall be subject to the provision of a security deposit equivalent to the amount of the provisional duty.
(e) Time Limit for Requests/Comments : Interested parties may request disclosure of the essential facts and considerations on the basis of which the regulation was adopted, submit their written comments, or request to be heard by the Commission and/or the Hearing Officer within 25 days from 19 July 2018.
