Dear Sirs,
Further to the Commercial Information Circular No. 584/2025 of 11 July 2025, the European Commission published Implementing Regulation (EU) 2025/2314 on 18 November 2025 to impose a provisional anti-dumping duty on imports of phosphorous acid originating in Chinese Mainland. 2.Salient points of the Regulation are set out below -
| (a) Product | : | Phosphorous acid, in solid or liquid (aqueous) forms, also denominated phosphonic acid, usually falling under Chemical Abstracts Service numbers 13598‑36‑2 and 10294‑56‑1, with the Customs and Statistics numbers 0021895‑1 and 0043878‑8 usually corresponding to it, currently falling under CN code ex 2811 19 80 (TARIC code 2811 19 80 60) |
| (b) Rate of duty | : | 122.8% of the net, free-at-Union-frontier price before duty |
| (c) Effective date | : | 19 November 2025 |
| (d) Collection of duty | : | The release for free circulation in the EU of the product shall be subject to the provision of a security deposit equivalent to the amount of the provisional duty. |
3.For traders involved in the exports of the subject product from the Guangdong Province, please contact ZHENG Jingmin, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 86 20 3881 9797. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
