Dear Sirs,
Further to Commercial Information Circular No. 864/2024 of 18 October 2024, the European Commission published Implementing Regulation (EU) 2025/1202 on 20 June 2025 extending the definitive anti-dumping duty imposed by Implementing Regulation (EU) 2022/558 on imports of certain graphite electrode systems originating in the Mainland of China to imports of artificial graphite in blocks or cylinders originating in the Mainland of China. 2.In gist, the definitive anti-dumping duty imposed by Implementing Regulation (EU) 2022/558 is extended to imports of artificial graphite in blocks or cylinders with an apparent density of 1.5 g/cm3 or more and an electrical resistance of 7.0 μ.Ω.m or less with a nominal diameter of more than 350 mm, currently falling under CN codes ex 3801 10 00 and ex 3801 90 00 (TARIC codes 3801 10 00 15 and 3801 90 00 80). The extended duty will be collected on such imports originating in the Mainland of China registered since 21 June 2025. Customs authorities have been directed to discontinue the registration of such imports. Requests for exemption from the extended duty should be made in writing to:
