Dear Sirs,
Further to the Commercial Information Circular No. 303/2022 of 7 April 2022, the European Commission published an Implementing Regulation (EU) 2024/2686 on 18 October 2024 announcing the initiation of investigation concerning possible circumvention of the anti-dumping measures imposed on imports of certain graphite electrode systems originating in the Mainland of China by imports of artificial graphite in blocks or cylinders originating in the Mainland of China and making such imports subject to registration. 2.The product under investigation is artificial graphite in blocks or cylinders with an apparent density of 1.5 g/cm3 or more and an electrical resistivity of 7.0 μ.Ω.m or less, with a nominal diameter of more than 350 mm, currently falling under CN codes ex 3801 10 00 and ex 3801 90 00 (TARIC codes 3801 10 00 15 and 3801 90 00 80).
3.All interested parties must make themselves known by contacting the Commission within 15 days from 19 October 2024, present their views in writing and submit questionnaire replies, requests for exemptions or any other information within 37 days from 18 October 2024 and may apply to be heard by the Commission by the same deadline. For further details, please refer to the above Implementing Regulation.
4.For traders involved in the exports of the subject product from the Guangdong Province, please contact ZHENG Jingmin, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 86 20 3881 9797. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
