Dear Sirs,
Further to the Commercial Information Circular No. 563/2024 of 11 July 2024, the European Commission published Implementing Regulation (EU) 2025/4 on 9 January 2025 to impose a definitive anti-dumping duty and definitively collect the provisional duty on imports of titanium dioxide originating in the Mainland of China. 2.Salient points of the Regulation are set out below -
| (a) Product | : | Titanium dioxide, having the chemical formula TiO2, in all forms, as titanium oxides or in pigments and preparations based on titanium dioxide, containing a minimum of 80% by weight of titanium dioxide calculated on the dry matter, having all types of particle sizes, classified under the Chemical Abstracts Service Registry Number (CAS RN) 12065-65-5 and 13463-67-7, currently falling under CN codes ex 2823 00 00 and ex 3206 11 00 (TARIC codes 2823 00 00 10, 2823 00 00 30, 3206 11 00 10, and 3206 11 00 30) |
| (b) Fixed amount of duty | : | EUR0.74 per kg of the net, free-at-Union-frontier price before duty (except for a number of companies with individual amount of duty from EUR0.25 per kg to EUR0.64 per kg) |
| (c) Effective date | : | 10 January 2025 |
| (d) Collection of duty | : | The amounts secured by way of the provisional anti-dumping duty under Implementing Regulation (EU) 2024/1923 shall be definitively collected. |

The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
