Dear Sirs,
Further to the Commercial Information Circular No. 479/2024 of 7 June 2024, the European Commission published Implementing Regulation (EU) 2024/1923 on 11 July 2024 to impose a provisional anti-dumping duty on imports of titanium dioxide originating in the Mainland of China. 2.Salient points of the Regulation are set out below -
| (a) Product | : | Titanium dioxide, having the chemical formula TiO2, in all forms, as titanium oxides or in pigments and preparations based on titanium dioxide, containing a minimum of 80% by weight of titanium dioxide calculated on the dry matter, having all types of particle sizes, classified under the Chemical Abstracts Service Registry Number 12065-65-5 and 13463-67-7, currently falling under CN codes ex 2823 00 00 and 3206 11 00 (TARIC codes 2823 00 00 10 and 2823 00 00 30) and originating in the Mainland of China |
| (b) Rate of duty | : | 39.7% of the net, free-at-Union-frontier price before duty (except for a number of companies with individual duty rates from 14.4% to 35.0%) |
| (c) Effective date | : | 12 July 2024 (the duty will apply for six months) |
| (d) Collection of duty | : | The release for free circulation in the EU of the product shall be subject to the provision of a security deposit equivalent to the amount of the provisional duty. |
3.For traders involved in the exports of the subject product from the Guangdong Province, please contact ZHENG Jingmin, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 86 20 3881 9797. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
