Under Regulations 6DB of the Import and Export (General) Regulations (Cap. 60A), all parties carrying on a business of importing, exporting, buying, selling or carrying other than a person falling under paragraph (1A) of Regulations 6DB of the Import and Export (General) Regulations (Cap. 60A) 1 rough diamonds must be registered with the Director-General of Trade and Industry and comply with certain requirements. The registration is valid for two years.
Application form for registration as a rough diamond trader can be downloaded (please click here or obtained from the Rough Diamonds and Ozone Depleting Substances Licensing Unit of the Trade and Industry Department (TID) at Room 1604, 16/F, Trade and Industry Tower, 3 Concorde Road, Kowloon City, Hong Kong.
Duly completed forms together with the required supporting documents may be returned by hand, by mail, or by electronic submission to the Rough Diamonds and Ozone Depleting Substances Licensing Unit of TID. Applicants should pay the requisite registration application fee (please refer to the section titled "Payment Procedures" located below for further information).
Such a person refers to an "owner of a vessel, aircraft or vehicle" ("owner") as defined in section 2 of the Import and Export Ordinance ("the Ordinance") (Cap. 60 of the Laws of Hong Kong) who only carries on a business of carrying rough diamonds and does not carry on a business of importing, exporting, buying or selling rough diamonds. Such an owner has to fulfil the following obligations under the Ordinance when rough diamonds are imported or exported on his vessel, aircraft or vehicle-
Rough diamond trader registration is renewable on a biennial basis. TID will invite in writing all valid registrants to renew their registrations before their expiry. Applicants for renewal of their rough diamond trader registrations must return the duly completed renewal application form (please click here) together with the required supporting documents to the Rough Diamonds and Ozone Depleting Substances Licensing Unit of TID by hand, by mail, or by electronic submission, and pay the requisite registration renewal fee (please refer to the section titled "Payment Procedures" located below for further information).
An e-Alert service is available to remind all rough diamond traders with email address registered with TID to complete the renewal procedures timely before their expiry.
Currently, the processing time for application for rough diamond trader registration is one clear working day after lodgment of the application and payment of the registration fee if the application form completed is in order. Traders who have genuine urgent need for the registrations may use the expeditious registration service. They are advised to make request for expeditious registration service in the form of a letter or using the request form at Annex 1. The request must be well-justified and supported by document(s) evidencing the unforeseen urgency as appropriate. Provided that the request is in order, TID will inform the trader in writing of the registration number assigned to him on the following working day after lodgment of the application and payment of the registration fee.

Duly completed form together with relevant supporting documents, e.g. copies of Certificate of Change of Name (CR), or valid Business Registration Certificate etc. should be lodged to the Rough Diamonds and Ozone Depleting Substances Licensing Unit of TID by hand, by mail, or by electronic submission.
Important Reminder: To avoid committing an offence under the Prevention of Bribery Ordinance (POBO) (Chapter 201 of the Laws of Hong Kong), a person shall not offer any advantages as defined in the POBO to any public servant of the Government in connection with his/her application for or approval of certificate/registration under the certification scheme for rough diamonds.
