Outward Processing Arrangement

The Outward Processing Arrangement (OPA) enables registered manufacturers to subcontract the subsidiary or minor finishing processes outside Hong Kong without affecting the eligibility of such goods for attaining Hong Kong origin status.

Conditions of Participation

To be eligible to participate in OPA, a manufacturer must hold a valid Factory Registration (FR) and obtain prior OPA registration with the Trade and Industry Department. All goods subject to OPA must have undergone the principal/origin-conferring manufacturing processes in Hong Kong for attaining Hong Kong origin status. Once approved, OPA registration is valid until expiry or cancellation of the FR. OPA is a free service.

Application Procedures for OPA Registration
  1. Manufacturers should complete and return the Application Form for Outward Processing Arrangement Registration (TID 121) by the following means:
    • through the e-Form Submission Service;
    • by fax (fax no.: 2787 6048);
    • by email (email address：fr_section@tid.gov.hk);
    • by post (address: Factory Registration and Origin Certification Branch, 14/F, Trade and Industry Tower, 3 Concorde Road, Kowloon City, Hong Kong); or
    • in person, including by courier (address: Information Counter, Integrated Customer Service Centre, Room 1324, 13/F, Trade and Industry Tower, 3 Concorde Road, Kowloon City, Hong Kong).
  2. Provided there being no complications, the application for OPA registration will be approved within one clear working day.
  3. The Manufacturer's Authorised Signatories (MAS) as recorded in Factory Registration (FR) will be the authorised persons to sign or make amendment on OPA Combined Forms for and on behalf of the manufacturer. The names of the MAS will be printed on the OPA Registration Card ("Card"). For manufacturers who wish to receive the electronic Card, the Trade and Industry Department (TID) will issue the endorsed Card to them by email. For those who wish to receive the Card in hard copy, TID will contact them for the arrangements to collect a set of 10 laminated Cards in person. Manufacturers should take good care of the Cards issued to them since the Cards underpin manufacturers' eligibility for participating in the OPA.
  4. In the event that the amendment necessitates the re-issue of the Cards, or once the FR is cancelled, manufacturers must return all its Cards to TID immediately.
OPA Exportation and Importation Procedures
Amendment of Combined Form

If, due to unforeseen circumstances, any particulars on a Combined Form have to be amended after exportation/re-importation, the manufacturer must apply for amendment of the Combined Form with the Trade and Industry Department. He/She should complete and return the amendment form (TID 123) together with the Combined Form and supporting documents (e.g. export and import manifest, endorsed photos, purchase order, packing list) to the Factory Registration Section, Factory Registration and Origin Certification Branch (Tel. No.: 2398 5531).

Request for Assistance in respect of Combined Form

If any one of the following situation occurs:

  1. the goods after outward processing are to be re-imported into Hong Kong by more than two shipments, or
  2. the Combined Form is lost, or
  3. the two-month validity period of the Combined Form is to be extended,

the manufacturer should provide the following to the Factory Registration Section, Factory Registration and Origin Certification Branch (Tel. No.: 2398 5531) for assistance:

  1. letter setting out the assistance required and the reasons,
  2. the Combined Form(s) in question (unless it is lost), and
  3. supporting documents (e.g. export and import manifest, endorsed photos, purchase order, packing list).
Enquiry on Subsidiary Process Allowable to be Subcontracted Outside Hong Kong under OPA

Manufacturers can make enquiries with the Factory Registration Section, Factory Registration and Origin Certification Branch (Tel. No.: 2398 5531) if they have doubt on whether certain manufacturing processes can be subcontracted outside Hong Kong under OPA.

He/She should come to the Trade and Industry Department with the following:

  1. A completed Enquiry Form (TID 124)
  2. Photos of the product before and after the proposed processing
  3. Samples of the product before and after the proposed processing
