The Outward Processing Arrangement (OPA) enables registered manufacturers to subcontract the subsidiary or minor finishing processes outside Hong Kong without affecting the eligibility of such goods for attaining Hong Kong origin status.
To be eligible to participate in OPA, a manufacturer must hold a valid Factory Registration (FR) and obtain prior OPA registration with the Trade and Industry Department. All goods subject to OPA must have undergone the principal/origin-conferring manufacturing processes in Hong Kong for attaining Hong Kong origin status. Once approved, OPA registration is valid until expiry or cancellation of the FR. OPA is a free service.
If, due to unforeseen circumstances, any particulars on a Combined Form have to be amended after exportation/re-importation, the manufacturer must apply for amendment of the Combined Form with the Trade and Industry Department. He/She should complete and return the amendment form (TID 123) together with the Combined Form and supporting documents (e.g. export and import manifest, endorsed photos, purchase order, packing list) to the Factory Registration Section, Factory Registration and Origin Certification Branch (Tel. No.: 2398 5531).

Manufacturers can make enquiries with the Factory Registration Section, Factory Registration and Origin Certification Branch (Tel. No.: 2398 5531) if they have doubt on whether certain manufacturing processes can be subcontracted outside Hong Kong under OPA.
He/She should come to the Trade and Industry Department with the following:
