Certificate of Hong Kong Origin - New Zealand

Goods of Hong Kong origin for exportation to New Zealand are eligible for preferential tariff treatment¹ under the Hong Kong, China - New Zealand Closer Economic Partnership Agreement (CEP Agreement). For the purpose of claiming preferential tariff treatment for a good falling under Chapter 61 or 62² of the Harmonized System (HS), a valid Certificate of Hong Kong Origin - New Zealand (CO(NZ)) issued by the Trade and Industry Department or one of the Government Approved Certification Organizations (GACOs)³ is required.

Written Commitment:
Manufacturers/Sub-contractors applying for CO(NZ) are required to provide to the Trade and Industry Department a written commitment that all relevant records will be maintained for a period of not less than seven years after the date of exportation. Currently, Hong Kong's eligible exports to New Zealand are able to enjoy tariff-free treatment under the CEP Agreement.

Chapter 61 includes articles of apparel and clothing accessories, knitted or crocheted; whereas Chapter 62 includes articles of apparel and clothing accessories, not knitted or crocheted. For exports other than those under HS Chapter 61 or 62, traders may complete a declaration of origin to claim preferential tariff treatment.

The GACOs are Federation of Hong Kong Industries; Hong Kong General Chamber of Commerce; the Chinese General Chamber of Commerce; the Chinese Manufacturers’ Association of Hong Kong; and the Indian Chamber of Commerce, Hong Kong.
