Mainland Cereals and Grain Flour
The Mainland has implemented administration measures for export of cereals and grain flour, including wheat flour, rice flour, and rice since early 2008. The supply of wheat flour, rice flour, and rice to Hong Kong is subject to export quota administration. The Mainland requires that the relevant exports should be for consumption in Hong Kong only and not for re-export.
To complement the Mainland's export administration measures, local companies/ registered businesses intending to import the afore-mentioned cereals and grain flour from the Mainland should apply to the Department for registration as a local importer of Mainland cereals and grain flour.

Important Reminder: To avoid committing an offence under the Prevention of Bribery Ordinance (POBO) (Chapter 201 of the Laws of Hong Kong), a person shall not offer any advantages as defined in the POBO to any public servant of the Government in connection with his/her application for or approval of the Registration as Local Importers for Mainland Cereals and Grain Flour.
