Rough Diamond Trader Registration Circular No. 2/2009
Introduction of "E-Account" and "E-Application" for Kimberley Process Certificates (Import) and Kimberley Process Certificates (Export) in the Trade and Industry Department Website
We are delighted to announce that the Trade and Industry Department ("TID") has further enhanced its TID Website at http://www.tid.gov.hk for the rough diamond trade. With immediate effect, rough diamond traders already registered with TID ("registered rough diamond traders") can subscribe to our "Rough Diamond Trader Registration Account" ("E-Account") service and lodge the Kimberley Process Certificates (Import) and/or Kimberley Process Certificates (Export) application to TID electronically for pre-vetting via the internet ("E-Application").
E-Application Features
- Registered rough diamond traders are cordially invited to open an E-Account to experience the convenience brought about by the new E-Application. E-Account holders, by making use of the E-Application, will no longer need to purchase any Kimberley Process certificate application forms from the TID. Other facilitative functions include:
- Applicant traders' names and addresses will appear automatically on
E-Applications, so that much time and efforts in preparing the applications can
be saved.- The step-by-step interactive application process will enhance accuracy of the
information to be completed in the applications. Particularly when applications
are deferred due to various reasons, the functions provided in the E-Account
render re-lodgements of applications easier and more efficient.- Relevant supporting documents to E-Application can also be attached to the
E-Application which will bring added convenience to E-Account holders.- The E-Application details and the supporting documents can be retrieved by the
E-Account holders at any time for ease of reference.- E-Account holders will be notified by e-mails when their E-Applications are
pre-vetted and ready for collection. They can print out the receipts and present
them, either in person or through authorized representatives, to our Non-
Textiles Licensing Unit (Room 101A, 1/F, Trade and Industry Department,
700 Nathan Road, Kowloon), for completion of the lodgement procedures and
collection of the Kimberly Process Certificates (Import) and/or Kimberly
Process Certificates (Export).

E-Account Subscription Requirements

Interested rough diamond traders are required to fill in an E-Account subscription form and return the completed form to TID by post or in person in advance. Alternatively, traders can also return the scanned copy of the completed form through email or fax, followed by the original document being sent in by post. The relevant subscription form is at Annex A (pdf format). Notification will be sent ONLY to the e-mail address as declared in the rough diamond trader registration. In this regard, subscribers are reminded to report any change in e-mail address and/or other registration particulars to the Department by completing the amendment form at Annex B (pdf format).
- Registered rough diamond traders, whether they are E-Account holders or not, can continue to lodge their applications in paper format, if they so prefer.
