Rough Diamond Trader Registration Circular No. 17/2003

Import of Rough Diamonds : Instant Certification Service

 

Introduction

This circular informs traders that the Trade and Industry Department (the Department) will provide instant certification service for all Kimberley Process (KP) Certificates (Import) with effect from 19 August 2003.

 

The Current Certification Scheme

  1. The current performance pledge for KP Certificate (Import) and KP Certificate (Export) is that the Certificates, if approved, will be ready for collection by traders on the following working day after the applications are received for processing. For traders who have genuine needs to obtain their KP Certificates urgently, instant certification service is available upon request, limited to no more than five requests a month.

 

Instant Certification Service for all KP Certificates (Import)

 

  1. As an ongoing initiative to provide greater facilitation to the trade, the Department will launch instant certification service for all KP Certificates (Import) with effect from 19 August 2003. The processing time for each application for KP Certificate (Import) will normally be about 20 minutes. Traders may lodge their KP Certificate (Import) applications, make payment of the certification fees and then collect the approved KP Certificates (Import). For KP Certificates (Import) to be processed instantly and issued on the same day, traders are requested to lodge their applications before 4:45 pm on weekdays and 12:00 noon on Saturdays to ensure that adequate time is available for our processing and for the traders to make payment of the certification fees. Otherwise, the application may not be able to be processed instantly and may have to be issued on the following working day. We would also be grateful for traders' understanding that the processing time may be longer during peak hours and when the trader makes more than one application at a time.

 

Important Note

  1. Notwithstanding the introduction of instant certification service for KP Certificates (Import) to facilitate the trade, traders should note that all relevant applications will be processed according to normal criteria. Failure to comply with the certification requirements and arrangements will result in deferment or rejection of the application concerned. For the processing of KP Certificates (Export) which involves debiting from import quantities or stock quantities, the existing performance pledge remains, that is, the Certificates, if approved, will be ready for collection by traders on the following working day after the applications are received for processing. Traders who have urgent needs to obtain their KP Certificates (Export) may continue to make requests (no more than five requests per month) for instant processing of their applications.
