Turkey : New Regulation on Textile Fibre Names and Labelling and Marking of the Fibre Composition of Textile Products

Turkey has promulgated a new Regulation on Textile Fibre Names and Labelling and Marking of the Fibre Composition of Textile Products (the new Regulation). The new Regulation, as published in the Official Journal No. 29337 dated 25 April 2015, is applicable to textile products made available on the Turkish market. The new labelling and marking requirements came into effect on the aforesaid date, except for one provision concerning textile products containing non-textile parts of animal origin which will enter into force on 1 January 2016. DETAILS

2.The new Regulation was adopted in compliance with Regulation 1007/2011 of the European Parliament and the Council of the EU. Under the new Regulation, textile products made available on the Turkish market shall be labelled or marked to indicate their fibre composition and only fibre names listed in Annex 1 of the new Regulation should be used for the description of fibre compositions.

3.Some of the salient points of the new Regulation are set out below:

  1. Products subject to the new Regulation include :
    • products containing at least 80% by weight of textile fibres;
    • furniture, umbrellas or sunshades consist of at least 80% by weight of textile components;
    • upper layer of multi-layer floor coverings, mattress coverings and coverings of camping goods consist of at least 80% by weight of textile components; and
    • textiles incorporated in other products and forming an integral part thereof, where their composition is specified.
  1. Certain types of textile products containing different fibre compositions have specific labelling and marketing requirements:
    • pure textile products;
    • fleece wool or virgin wool products;
    • multi-fibre textile products;
    • decorative fibres and fibres with anti-static effect;
    • multi-component textile products; and
    • textile products containing non-textile parts of animal origin.
       
  2. The labelling or marking shall be in Turkish.

  3. Labelling and marking of the textile products have to be durable, legible, visible and accessible, with the labels being firmly attached to the textile products.

  4. Both the manufacturers and distributors of textile products are under certain labelling and marking obligations. The manufacturer of the textile product shall ensure the accuracy of the information contained in the label or marking provided and the distributor shall ensure the products bear the appropriate labelling or marking when the product is made available on the market.
     
  5. Failure to comply with the new Regulation may be subject to an administrative fine provided for in Article 12 of Turkey Law No. 4703.
