The Mainland of China : Notice of the General Administration of Customs Concerning Simplified Submission of Certificate of Origin for Imports under Certain Preferential Trade Arrangements

The General Administration of Customs of the People's Republic of China issued on 31 December 2015 a notice concerning simplified submission of certificate of origin for imports under certain preferential trade arrangements which provide for electronic data exchange. Please refer to the Appendix (pdf format) for the notice (available in Chinese only).

2.According to the aforementioned notice, as far as the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA) and certain other preferential trade arrangements are concerned, Mainland Customs will no longer require an importer to submit the original of the certificate of origin when he declares the import of the goods concerned. The new measure will take effect on 1 January 2016.

3.Mainland Customs may request the supplementary submission of paper certificates if it deems necessary. In view of this, the Trade and Industry Department (TID) and the Government Approved Certification Organizations (GACOs)1 will continue to issue paper certificates of Certificate of Origin (CEPA).
