Origin Criteria for "High Efficiency Water Reducing Admixture" and "Other Prepared Additives for Cements, Mortars or Concretes"
Introduction
This circular sets out the revised origin criteria for "High efficiency water reducing admixture" under Mainland 2009 tariff code 3824 4010 and "Other prepared additives for cements, mortars or concretes" under Mainland tariff code 3824 4090.
CEPA Origin Criterion

On 30 November 2009, the Mainland General Administration of Customs promulgated the Notice Issue 75, 2009 which announced the revised CEPA origin criteria for "High efficiency water reducing admixture" under Mainland 2009 tariff code 3824 4010 and "Other prepared additives for cements, mortars or concretes" under Mainland tariff code 3824 4090 as follows:
"(1) Manufactured from chemical reaction of natural or chemical materials; or
(2) Change in Tariff Heading."The copy of the Notice can be found in the website of the Mainland General Administration of Customs at

Accordingly, the origin criteria for "High efficiency water reducing admixture" under Mainland 2009 tariff code 3824 4010 and "Other prepared additives for cements, mortars or concretes" under Mainland tariff code 3824 4090 are amended with effect from 1 January 2010. "High efficiency water reducing admixture" and "Other prepared additives for cements, mortars or concretes" which satisfy the above origin criteria are eligible to apply for Certificate of Hong Kong Origin - CEPA ("CO(CEPA)") and claim CEPA tariff preference with effect from 1 January 2010.
