Origin Criterion for Retreaded Tyres, of a Kind Used on Aircraft
Introduction
This circular sets out the revised origin criterion for retreaded tyres, of a kind used on aircraft under Mainland 2008 tariff code 4012 1300.
CEPA Origin Criteria
- On 26 November 2008, the Mainland General Administration of Customs issued the Notice No. 86, 2008 which announced the revised CEPA origin criterion for retreaded tyres, of a kind used on aircraft under Mainland 2008 tariff code 4012 1300 as follows:
"Milling, repairing, fixing tyre tread rubber, vulcanization of waste and scrap articles collected in the Mainland or Hong Kong which are produced from consumption, processing or manufacturing operations in the Mainland or Hong Kong and fit only for the recovery of raw materials."

- Accordingly, the origin criterion for retreaded tyres, of a kind used on aircraft classified under Mainland 2008 tariff code 4012 1300 is amended with effect from 1 January 2009. Retreaded tyres, of a kind used on aircraft which satisfy the above origin criterion are eligible to apply for Certificate of Hong Kong Origin - CEPA ("CO(CEPA)") and claim CEPA tariff preference with effect from 1 January 2009.
