Commercial Information Circular No. 198/2024

European Union (EU)* : Imposition of a definitive anti-dumping duty and definitively collecting the provisional duty on imports of electrolytic manganese dioxides originating in the Mainland of China

Further to the Commercial Information Circular No. 745/2023 of 16 October 2023, the European Commission published Implementing Regulation (EU) 2024/844 on 14 March 2024 to impose a definitive anti-dumping duty and definitively collect the provisional duty on imports of electrolytic manganese dioxide originating in the Mainland of China. 2.Salient points of the regulation are set out below -

(a) Product : Electrolytic manganese dioxides (namely manganese dioxides produced through an electrolytic process) not heat-treated after the electrolytic process, currently falling under CN code ex 2820 10 00 (TARIC code 2820 10 00 10) and originating in the Mainland of China
(b) Rate of duty : 35% of the net, free-at-Union-frontier price before duty (except for a number of companies with individual duty rates from 0% to 17.1%)
(c) Effective date : 15 March 2024
(d) Collection of duty : The amounts secured by way of the provisional anti-dumping duty under Implementing Regulation (EU) 2023/2120 shall be definitively collected. The amounts secured in excess of the definitive rates of the anti-dumping duty shall be released.

3.For traders involved in the exports of the subject product from the Guangdong Province, please contact ZHENG Jingmin, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 86 20 3881 9797. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
