Commercial Information Circular No. 182/2024

European Union (EU)* : Making imports of new battery electric vehicles designed for the transport of persons originating in the Mainland of China subject to registration

Further to the Commercial Information Circular No. 727/2023 of 4 October 2023, the European Commission published Implementing Regulation (EU) 2024/785 on 6 March 2024 to make imports of certain new battery electric vehicles designed for the transport of persons originating in the Mainland of China currently under the anti-subsidy investigation subject to registration. The Implementing Regulation is available at: https://eur-lex.europa.eu/legal-content/EN/TXT/?uri=OJ:L_202400785. Salient points of the notice are set out below.

2.The product concerned is new battery electric vehicles, principally designed for the transport of nine or fewer persons, including the driver, propelled (regardless of the number of wheels set in motion) solely by one or more electric motors, currently classified under CN code 8703 80 10. Motorcycles are excluded.

3.The Implementing Regulation will enter into force on 7 March 2024. All interested parties may make their views known in writing, provide supporting evidence or request to be heard by the Commission within 21 days from 6 March 2024. For further details, please refer to the above Implementing Regulation.

4.For traders involved in the exports of the subject product from the Guangdong Province, please contact ZHENG Jingmin, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 86 20 3881 9797. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
