Commercial Information Circular No. 850/2023

European Union (EU)* : Imposition of a provisional anti-dumping duty on imports of certain polyethylene terephthalate (PET) originating in the Mainland of China

Further to the Commercial Information Circular No. 239/2023 of 30 March 2023, the European Commission published an Implementing Regulation (EU) 2023/2659 on 28 November 2023 to impose a provisional anti-dumping duty on imports of certain PET originating in the Mainland of China. 2.Salient points of the Regulation are set out below -

(a) Product : PET, having a viscosity of 78 ml/g or higher, according to ISO Standard 1628-5, currently classified under CN code 3907 61 00 and originating in the Mainland of China
(b) Rate of duty : 24.2% of the net, free-at-Union-frontier price before duty (except for a number of companies with individual duty rates from 6.6% to 17.2%)
(c) Effective date : 29 November 2023 (the duty will apply for six months)
(d) Collection of duty : The release for free circulation in the EU of the product shall be subject to the provision of a security deposit equivalent to the amount of the provisional duty.

3.For traders involved in the exports of the subject product from the Guangdong Province, please contact ZHENG Jingmin, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 86 20 3881 9797. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
