Commercial Information Circular No. 472/2023

European Union (EU)* : Imposition of a provisional anti-dumping duty on imports of steel bulb flats originating in, inter alia, the Mainland of China

Further to the Commercial Information Circular No. 894/2022 of 14 November 2022, the European Commission published an Implementing Regulation (EU) 2023/1444 on 12 July 2023 to impose a provisional anti-dumping duty on imports of steel bulb flats originating in, inter alia, the Mainland of China. 2.Salient points of the Regulation are set out below -

(a) Product : Non-alloy steel bulb flats in the range up to 204 mm width, currently falling under CN code ex 7216 50 91 (TARIC code 7216 50 91 10) and originating in, inter alia, the Mainland of China
(b) Rate of duty : 14.7% of the net, free-at-Union-frontier price before duty
(c) Effective date : 13 July 2023 (the duty will apply for six months)
(d) Collection of duty : The release for free circulation in the EU of the product shall be subject to the provision of a security deposit equivalent to the amount of the provisional duty.

3.For traders involved in the exports of the subject product from the Guangdong Province, please contact ZHENG Jingmin, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 86 20 3881 9797. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
