Commercial Information Circular No. 462/2023

United Kingdom (UK) : Imposition of a provisional anti-dumping duty on imports of optical fibre cables originating in the Mainland of China

The UK Government published a notice 2023/12 on 10 July 2023 to impose a provisional anti-dumping duty on imports of optical fibre cables originating in the Mainland of China. 2.Salient points of the notice are set out below -

(a) Product : Single mode optical fibre cables, made up of one or more individually sheathed fibres, with protective casing, whether or not containing electric conductors; excluding cables in which all the optical fibres are individually fitted with operational connectors at one or both extremities and plastic insulated cables for submarine use containing a copper or aluminium conductor in which fibres are contained in metal module, currently falling under UK Global Tariff commodity code 8544700010, originating in the Mainland of China
(b) Rate of duty : 47.2% of estimated anti-dumping amount (except for a number of companies whose individual duty rate is 31.5%)
(c) Effective date : 11 July 2023 (the provisional remedy will end in six months; or when a definitive remedy is implemented, whichever is sooner)
(d) Collection of duty : All importers of the goods are required to give a guarantee in respect of the estimated anti-dumping duty during the period of the provisional remedy.

3.For traders involved in the exports of the subject product from the Guangdong Province, please contact ZHENG Jingmin, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 86 20 3881 9797. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
