Commercial Information Circular No. 416/2023

European Union (EU)* : Amendment to Implementing Regulation imposing definitive safeguard measure against imports of certain steel products

Further to the Commercial Information Circular No. 946/2022 of 2 December 2022, the European Commission (the Commission) has adopted an Implementing Regulation (EU) 2023/1301 published on 27 June 2023 to amend the Implementing Regulation (EU) 2019/159 concerning the imposition of definitive safeguard measure against imports of certain steel products.

2.In gist, following the review, the Commission concluded that the termination of the measure by 30 June 2023 is not justified and the measure is set to continue in place until 30 June 2024. Therefore, the Commission updated the list of developing countries subject to the safeguard measure, and maintained that the tariff rate quotas will continue to increase by 4% annually for all product categories. The amendment will enter into force on 28 June 2023 and shall apply as of 1 July 2023. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
