Dear Sirs,

Commercial Information Circular No. 972/2022

European Union (EU)* : Establishment of the EU Single Window Environment for Customs and amendment to the Union Customs Code

Further to the Commercial Information Circular No. 206/2015 of 18 March 2015, the European Parliament and the Council of the EU have adopted Regulation (EU) 2022/2399 (which was published on 9 December 2022) to establish the EU Single Window Environment for Customs and amend Regulation (EU) No. 952/2013 laying down the Union Customs Code. The adopted Regulation is available at: https://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:32022R2399&from=EN.

2.This Regulation, upon its full implementation, will allow traders to submit customs and regulatory information required for import, transit or export of goods only once through one single portal of an individual EU Member State. Customs and other authorities will then be able to automatically verify that the goods in question comply with the EU requirements and that the necessary formalities would have been completed. An overview of the Regulation is available at https://ec.europa.eu/taxation_customs/eu-single-window-environment-customs_en.

3.The Regulation will enter into force on 12 December 2022. Part of the provisions on the implementation of the business-to-government scheme shall apply from 13 December 2031.

4.For enquiries concerning the content of this circular, please contact the undersigned at 2398 5684.

Yours faithfully,

(Miss Tracy MAK)
for Director-General of Trade and Industry
