Commercial Information Circular No. 700/2022

United Kingdom (UK) : Result of transition review of the anti-dumping measure on certain cold rolled flat steel products originating in, inter alia, the Mainland of China

The UK Government published a notice 2022/04 on 30 August 2022 to impose the anti-dumping duty on imports of certain cold rolled flat steel products originating in, inter alia, the Mainland of China following the transition review. The notice is available at:

2.Salient points of the notice are set out below -

(a) Product : Flat-rolled products of iron or non-alloy steel, or other alloy steel but excluding of stainless steel, of all widths, cold-rolled (cold-reduced), not clad, plated or coated and not further worked than cold-rolled (cold-reduced), currently falling under UK Global Tariff commodity codes 7209150090, 7209169000, 7209179000, 7209189100, 7209189990, 7209250090, 7209269000, 7209279000, 7209289000, 7211233010, 7211233091, 7211233099, 7211238019, 7211238095, 7211238099, 7211290019, 7211290099, 7225508000, 7226920010, 7226920090, originating in, inter alia, the Mainland of China

(The following products are excluded:
  • flat-rolled products of iron or non-alloy steel, of all widths, cold-rolled (cold-reduced), not clad, plated or coated, not further worked than cold-rolled, whether or not in coils, of all thickness, electrical;
  • flat-rolled products of iron or non-alloy steel, of all widths, cold-rolled (cold-reduced), not clad, plated or coated, in coils, of a thickness of less than 0.35 mm, annealed, also known as 'black plates';
  • flat-rolled products of other alloy steel, of all widths, of silicon-electrical steel; and
  • flat-rolled products of alloy steel, not further worked than cold-rolled (cold-reduced), of high-speed steel.)
(b) Rate of duty : 22.1% of the net, free-at-the-frontier price, before other amounts of import duty (except for a number of companies with individual duty rates from 19.7% to 20.5%)
(c) Effective date : 5 August 2021

The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
