20 July 2022

Dear Sirs,

Commercial Information Circular No. 597/2022

European Union (EU)* : Termination of the anti-subsidy proceeding concerning imports of certain graphite electrode systems originating in the Mainland of China

Further to the Commercial Information Circular No. 796/2021 of 22 November 2021, the European Commission (the Commission) adopted an Implementing Decision (EU) 2022/1263 published on 20 July 2022 announcing the termination of the anti-subsidy proceeding concerning imports of certain graphite electrode systems originating in the Mainland of China. The Implementing Decision is available at: https://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:32022D1263&from=EN.

2.The product concerned is graphite electrodes of a kind used for electric furnaces, with an apparent density of 1.5 g/cm3 or more and an electrical resistance of 7.0 μ.Ω.m or less, whether or not equipped with nipples.

3.On 9 May 2022, the complainants informed the Commission that they withdrew their complaint. Under the EU's anti‑subsidy rules, the proceeding may be terminated where the complaint is withdrawn, unless such termination would not be in the EU interest. The investigation had not brought to light any considerations demonstrating that such termination would not be in the EU interest. The Commission therefore considered that the anti-subsidy proceeding should be terminated, which will be effective on 21 July 2022.

Yours faithfully,

(Miss Tracy MAK)
for Director-General of Trade and Industry
