Commercial Information Circular No. 888/2021

European Union (EU)* : Initiation of investigations concerning possible circumvention of countervailing and anti-dumping measures on imports of certain woven and/or stitched glass fibre fabrics originating in, inter alia, the Mainland of China and making such imports subject to registration

Further to the Commercial Information Circular No. 478/2020 of 19 June 2020, the European Commission published two implementing regulations (EU) 2021/2229 and 2021/2230 on 15 December 2021 announcing the initiation of investigations concerning possible circumvention of the countervailing and anti-dumping measures imposed on imports of certain woven and/or stitched glass fibre fabrics originating in, inter alia, the Mainland of China. 2.The product subject to investigations is fabrics of woven and/or stitched continuous filament glass fibre rovings and/or yarns with or without other elements, excluding products which are impregnated or pre-impregnated (pre-preg), and excluding open mesh fabrics with cells with a size of more than 1.8 mm in both length and width and weighing more than 35g/m2, originating in, inter alia, the Mainland of China, currently falling under CN codes ex 7019 39 00, ex 7019 40 00, ex 7019 59 00 and ex 7019 90 00 (TARIC codes 7019 39 00 80, 7019 40 00 80, 7019 59 00 80 and 7019 90 00 80).

3.All interested parties must make themselves known by contacting the Commission within 15 days from 16 December 2021, present their views in writing and submit questionnaire replies, requests for exemptions or any other information within 37 days from 15 December 2021 and may apply to be heard by the Commission by the same deadline. For further details, please refer to the above implementing regulations.

4.For traders involved in the exports of the subject product from the Guangdong Province, please contact GONG Zhihong, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 86 20 3881 6201. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
