Commercial Information Circular No. 861/2021

European Union (EU)* : Imposition of a definitive anti-dumping duty on imports of aluminium converter foil originating in the Mainland of China

Further to the Commercial Information Circulars No. 819/2020 of 9 November 2020 and No. 413/2021 of 21 June 2021, the European Commission published an Implementing Regulation (EU) 2021/2170 on 8 December 2021 to impose a definitive anti-dumping duty on imports of aluminium converter foil originating in the Mainland of China. 2.Salient points of the regulation are set out below -

(a) Product : Aluminium converter foil of a thickness of less than 0.021 mm, not backed, not further worked than rolled, in rolls of a weight exceeding 10 kg, currently falling under CN code ex 7607 11 19 (TARIC codes 7607 11 19 60 and 7607 11 19 91)
(b) Rate of duty : 28.5% of the net, free-at-Union-frontier price before duty (except for a number of companies with individual duty rates from 15.4% to 24.7%)
(c) Effective date : 9 December 2021
(d) Collection of duty : The amounts secured by way of the provisional anti-dumping duty under Implementing Regulation (EU) 2021/983 shall be definitively collected. The amounts secured in excess of the definitive rates of the anti-dumping duty shall be released.

3.For traders involved in the exports of the subject product from the Guangdong Province, please contact GONG Zhihong, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 86 20 3881 6201. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
