Commercial Information Circular No. 717/2021

European Union (EU)* : Imposition of provisional anti-dumping duty on imports of certain graphite electrode systems originating in the Mainland of China

Further to the Commercial Information Circular No. 111/2021 of 17 February 2021, the European Commission published an Implementing Regulation (EU) 2021/1812 on 15 October 2021 to impose a provisional anti-dumping duty on imports of certain graphite electrode systems originating in the Mainland of China. The Implementing Regulation is available at:

2.Salient points of the Regulation are set out below -

(a) Product : Graphite electrodes of a kind used for electric furnaces, with an apparent density of 1.5 g/cm3 or more and an electrical resistance of 7.0 μ.Ω.m or less, whether or not equipped with nipples, currently falling under CN code ex 8545 11 00 (TARIC codes 8545 11 00 10 and 8545 11 00 15), originating in the Mainland of China.
(b) Rate of duty : 66.5% of the net, free-at-Union-frontier price before duty (except for a number of companies with individual duty rates from 17.5% to 24.5%).
(c) Effective date : 16 October 2021 (the duty will apply for six months).
(d) Collection of duty : The release for free circulation in the EU of the product shall be subject to the provision of a security deposit equivalent to the amount of the provisional duty.

3.For traders involved in the exports of the subject product from the Guangdong Province, please contact GONG Zhihong, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 86 20 3881 6201. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
