Commercial Information Circular No. 532/2021

European Union (EU)* : Initiation of "new exporter" reviews of the anti-dumping measures on imports of trichloroisocyanuric acid originating in the Mainland of China

Further to Commercial Information Circular No. 1150/2017 of 13 December 2017, the European Commission published an Implementing Regulation (EU) 2021/1209 on 23 July 2021 initiating the "new exporter" reviews of the anti-dumping measures concerning imports of trichloroisocyanuric acid originating in the Mainland of China. The Implementing Regulation is available at:

2.Salient points of the reviews are set out below -

(a) Applicants :
  • Hebei Xingfei Chemical Co., Ltd
  • Inner Mongolia Likang Bio-Tech Co., Ltd
  • Shandong Lantian Disinfection Technology Co., Ltd
(b) Product : Trichloroisocyanuric acid and preparations thereof, also referred to as "symclosene" under the international non-proprietary name (INN), currently falling under CN codes ex 2933 69 80 and ex 3808 94 20 (TARIC codes 2933 69 80 70 and 3808 94 20 20).
(c) Investigation Period : 1 January 2019 - 30 June 2021
(d) Effective Date : 24 July 2021
The reviews will be concluded within nine months.

3.The anti-dumping duty in force should be repealed with regard to imports of the product under review produced by the applicants. Such imports should be made subject to registration for nine months from 24 July 2021, in order to ensure that anti-dumping duties can be levied from the date of the registration of these imports should the review result in a finding of dumping in respect of each of the applicants. For details of the procedures of the reviews, please refer to the Implementing Regulation above.

4.The current rate of anti-dumping duty is 42.6% of the net, free-at-Union-frontier price before duty (except for five companies with individual duty rates from 3.2% to 40.5%).
