European Union (EU)* : Imposition of definitive anti-dumping duties on imports of certain polyvinyl alcohols originating in the Mainland of China

Further to the Commercial Information Circular 580/2019 of 2 August 2019 and 814/2019 of 11 November 2019, the European Commission published an implementing regulation (EU) 2020/1336 on 29 September 2020 to impose definitive anti-dumping duties on imports of certain polyvinyl alcohols originating in the Mainland of China.  The implementing regulation is available at:

2.Salient points of the regulations are set out below -

(a) Product : Polyvinyl alcohol, whether or not containing unhydrolysed acetate groups, in the form of homopolymer resins with a viscosity (measured in 4% aqueous solution at 20°C) of 3mPa·s or more but not more than 61mPa·s and a degree of hydrolysis of 80.0 mol% or more but not more than 99.9 mol%, both measured according to the ISO 15023-2 method, currently falling under CN code ex 3905 30 00 (TARIC code 3905 30 00 91).
(b) Rate of Duty : 72.9% of the net, free-at-Union-frontier price before duty (except for a number of companies with individual duty rates from 17.3% to 72.9%)
(c) Effective Date : 30 September 2020
(d) Duration : 5 years
