Commercial Information Circular No. 527/2020

European Union (EU)* : Amendment to Implementing Regulation imposing definitive safeguard measures against imports of certain steel products

Further to Commercial Information Circular No. 170/2020 of 3 March 2020 and 351/2020 of 27 April 2020, the European Commission has adopted an Implementing Regulation (EU) 2020/894 on 30 June 2020 to amend Implementing Regulation (EU) 2019/159 which concerns the imposition of definitive safeguard measures against imports of certain steel products.

2.In gist, the European Commission has decided to make adjustments to the current steel safeguard measures. The adjustments include to move to a quarterly, rather than yearly management of all country‑specific quotas; and to introduce a refined regime for the access to the residual quota of countries benefiting from country-specific quota, including the Mainland of China. Details are set out in the Implementing Regulation (EU) 2020/894 which can be accessed through the following link:

3.For traders involved in the exports of the subject product from the Guangdong Province, please contact Li Xuefei, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 8620 3881 6201. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to safeguard measures against products from the province.
