European Union (EU)* : Clarification to the notice of initiation of an anti-dumping proceeding on certain polyvinyl alcohols originating in the Mainland of China

Further to Commercial Information Circulars No. 580/2019 dated 2 August 2019, the European Commission has published a notice to clarify the notice of initiation of an anti-dumping proceeding concerning imports of certain polyvinyl alcohols originating in the Mainland of China. 2.The European Commission clarifies the definition of the product under investigation to be poly (vinyl alcohol), whether or not containing unhydrolysed acetate groups, in the form of homopolymer resins with a viscosity (measured in 4 % aqueous solution at 20 °C) of 3 mPa·s or more but not more than 61 mPa·s and a degree of hydrolysis of 80.0 mol% or more but not more than 99.9 mol%, both measured according to the ISO 15023-2 method, currently falling within CN code ex 3905 30 00 (TARIC code 3905 30 00 91). Interested parties who believe that they are affected by this clarification, or who might not have made themselves known because they believed they were not concerned by this proceeding, are requested to contact the European Commission within 7 days from 7 November 2019 in order to make further submissions or make themselves known and to request a questionnaire.

3.For traders involved in the exports of the subject product from the Guangdong Province, please contact Li Xuefei, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 8620 3881 6201. The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to anti-dumping investigations against products from the province.
