Commercial Information Circular No. 741/2019

European Union (EU)* : Amendment to Implementing Regulation imposing definitive safeguard measures against imports of certain steel products

Further to Commercial Information Circular No. 104/2019 dated 4 February 2019, the European Commission has adopted a regulation to amend Implementing Regulation (EU) 2019/159 which concerns imposing definitive safeguard measures against imports of 26 steel product categories.

2.In gist, the European Commission has decided to make adjustments to the current steel safeguard measures.  The adjustments include the improvement of the functioning of the tariff-rate quotas for some products; the slowing down of the liberalisation of imports; and updating the lists of exclusions for some developing countries, including the Mainland of China.  Details are set out in Commission Regulation (EU) 2019/1590 which can be accessed through the following link:

3.For traders involved in the exports of the subject product from the Guangdong Province, please contact Li Xuefei, Director of Trade Remedy and Industry Injury Investigation Division under the Department of Commerce of Guangdong Province, at 8620 3881 6201.  The Division is responsible for, among others, guiding and coordinating enterprises in Guangdong Province in responding to safeguard measures against products from the province.
