Commercial Information Circular No. 63/2019

European Union (EU)* : Imposition of definitive anti-dumping and countervailing duties on electric bicycles originating in the Mainland of China

Further to Commercial Information Circulars Nos. 703/2018 of 19 July 2018 and 1193/2017 of 22 December 2017, the European Commission has published two implementing regulations to impose a definitive anti-dumping duty and a definitive countervailing duty on imports of electric bicycles originating in the Mainland of China. The regulations are available at:

2.Salient points of the regulations are set out below -

(a) Product : Cycles, with pedal assistance, with an auxiliary electric motor, currently falls within CN codes 8711 60 10 and ex 8711 60 90 (TARIC code 8711 60 90 10).
(b) Rate of duty : Definitive anti-dumping duty :
  • 62.1% of the net, free-at-Union-frontier price before duty (except for a number of companies with individual duty rates from 10.3% to 70.1%)
Definitive countervailing duty :
  • 17.2% of the net, free-at-Union-frontier price before duty (except for a number of companies with individual duty rates from 3.9% to 17.2%)
(c) Effective date : 19 January 2019
