Commercial Information Circular No. 375/2019

European Union (EU)* : Initiation of expiry review of anti-dumping and countervailing measures on solar glass originating in the Mainland of China

Further to Commercial Information Circular No. 884/2018 27 September 2018, the European Commission (the Commission) has published two notices initiating an expiry review of the anti-dumping measures and an expiry review of the countervailing measures on imports of solar glass originating in the Mainland of China. The notices are available at:

2.To enable the Commission to decide whether sampling is necessary and, if so, to select a sample, all producers in the Mainland of China, or representatives acting on their behalf are requested to provide the Commission with the information requested in Annex I to notice I and/or II within 7 days from 14 May 2019. For the expiry review of the anti-dumping measures, the Commission will also inform parties to the investigation about the relevant sources that it intends to use for the purpose of determining normal value, including the selection of an appropriate representative third country where appropriate. A possible representative third country is Turkey. With regard to the relevant sources, the producers are requested to provide the information requested in Annex III to notice I within 15 days from 14 May 2019.

3.All interested parties are invited to make their views known, submit information and provide supporting evidence within 37 days from 14 May 2019, unless otherwise specified. In particular, comments regarding the product definition and scope are to be made within 10 days from 14 May 2019. They may request to be heard by the Commission investigation services. A request for hearing with or intervention of the Hearing Officer, who reports directly to the Commissioner for Trade of the EU, may also be made. Hearing requests should be made in writing, specifying the reasons for the request, at the earliest possible time.
