Commercial Information Circular No. 321/2019

European Union (EU)* : The potential combined effects of anti-dumping or countervailing measures with the safeguard measures on certain steel products

Further to Commercial Information Circular No. 104/2019 of 4 February 2019, the European Commission (the Commission) has published a notice concerning the potential combined effects of anti-dumping (AD) or countervailing (CV) measures with the safeguard (SG) measures on certain steel products. 2.The Commission imposed SG measures on certain steel products where AD or CV measures were also in place. In cases where both an AD or a CV duty and a SG duty are payable and where the AD or CV duty is less than, or equal to, the amount of the SG duty, the Commission proposes that no AD or CV duty should be payable during the relevant period. In cases where the AD or CV duty is greater than the amount of the SG duty, the Commission proposes that only that part of the AD or CV duty in excess of the amount of the SG duty should be payable during the relevant period.

3.All interested parties are invited to make their views known in writing within 14 days from 26 April 2019.
