Commercial Information Circular No. 245/2018

European Union (EU)* : Termination of the investigation concerning the possible circumvention of anti-dumping measures on imports of hand pallet trucks and their essential parts originating in the Mainland of China by imports of the same product consigned from Vietnam and the registration of such imports

Further to Commercial Information Circular No. 635/2017 of 21 July 2017, the European Commission (the Commission) has published an implementing decision to terminate the investigation concerning the possible circumvention of anti-dumping measures on imports of hand pallet trucks and their essential parts originating in the Mainland of China by imports of the same product consigned from Vietnam, whether declared as originating in Vietnam or not.  The decision is available at: http://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:32018R0260&from=EN.

2.The investigation findings showed that parts from the Mainland of China did not constitute 60% or more of the total value of the parts of the assembled products in the investigated companies representing 100% of the Vietnamese imports during the reporting period. The Commission concluded that the conditions to consider that circumvention is taking place are not fulfilled and, as such, the anti-circumvention investigation should be terminated.
