Commercial Information Circular No. 1126/2018

European Union (EU)* : Amendment to Annex of REACH and Identification of a Substance of Very High Concern

Further to Commercial Information Circulars No. 1089/2018 dated 6 December 2018, the European Commission has adopted a Regulation to amend Annex XVII of Regulation (EC) No. 1907/2006 on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) as regards the following four phthalates:

  1. bis(2-ethylhexyl) phthalate (DEHP);
  2. dibutyl phthalate (DBP);
  3. benzyl butyl phthalate (BBP); and
  4. diisobutyl phthalate (DIBP).

The Commission has also adopted a Decision to identify 1,7,7-trimethyl-3-(phenylmethylene) bicyclo[2.2.1]heptan-2-one (3-benzylidene camphor) as a substance of very high concern pursuant to Article 57 (f) of Regulation (EC) No. 1907/2006 due to its endocrine disrupting properties with probable serious effects to the environment.
