Commercial Information Circular No. 797/2016
European Union (EU)* : Imposition of a provisional anti-dumping duty on imports of certain hot-rolled flat products of iron, non-alloy or other alloy steel originating in the Mainland of China
Further to Commercial Information Circular No. 181/2016 of 15 February 2016, the European Commission (the Commission) has published a regulation to impose a provisional anti-dumping duty on imports of hot-rolled flat products of iron, non-alloy or other alloy steel originating in the Mainland of China. 2.Salient points of the regulation are set out below-
| (a) Product | : | Certain flat-rolled products of iron, non-alloy steel or other alloy steel, whether or not in coils (including 'cut-to-length' and 'narrow strip' products), not further worked than hot-rolled, not clad, plated or coated, currently falling within CN codes: 7208 10 00, 7208 25 00, 7208 26 00, 7208 27 00, 7208 36 00, 7208 37 00, 7208 38 00, 7208 39 00, 7208 40 00, 7208 52 10, 7208 52 99, 7208 53 10, 7208 53 90, 7208 54 00, 7211 13 00, 7211 14 00, 7211 19 00, ex 7225 19 10 (TARIC code 7225 19 10 90), 7225 30 90, ex 7225 40 60 (TARIC code 7225 40 60 90), 7225 40 90, ex 7226 19 10 (TARIC code 7226 19 10 90), 7226 91 91 and 7226 91 99 Does not include: — products of stainless steel and grain-oriented silicon electrical steel; — products of tool steel and high-speed steel; — products, not in coils, without patterns in relief, of a thickness exceeding 10 mm and of a width of 600 mm or more; and — products, not in coils, without patterns in relief, of a thickness of 4.75 mm or more but not exceeding 10 mm and of a width of 2 050 mm or more |
| (b) Rate of Duty | : | 22.6% of the net, free-at-Union-frontier price, before duty (except for a number of companies with individual duty rates from 13.2% to 22.6%) |
| (c) Effective Date | : | 8 October 2016 (the duty will apply for six months) |
| (d) Collection of Duty | : | The release for free circulation in the EU of the product shall be subject to the provision of a security deposit equivalent to the amount of the provisional duty |
| (e) Time Limit for Comments | : | Interested parties may request disclosure of the essential facts and considerations on the basis of which the regulation was adopted, make their views known in writing, or request to be heard by the Commission and/or the Hearing Officer within 25 days from 8 October 2016 |
