European Union (EU)* : Results of an Expiry Review and Partial Interim Reviews of the Anti-dumping Measures on Imports of Citric Acid Originating in the Mainland of China, and Acceptance of an Undertaking Offered in connection with the Anti-dumping Proceeding concerning Imports of Citric Acid Originating in the Mainland of China

Further to the Commercial Information Circular No. 959/2013 of 2 December 2013, the European Commission (the Commission) has published an implementing regulation to maintain the definitive anti-dumping duty imposed on imports of citric acid originating in the Mainland of China following an expiry review and a number of partial interim reviews. The Commission has also adopted an implementing decision to accept an undertaking offered in connection with the anti-dumping proceeding on imports of citric acid originating in the Mainland of China. DETAILS

2.Salient points are set out below:

(a) Product : Citric acid (including trisodium citrate dehydrate), falling within
CN code 2918 14 00 or ex 2918 15 00 (TARIC code 2918 15 00 10)
(b) Rate of Duty : 42.7% of the net, free-at-Union-frontier price before duty
(except for seven companies whose individual duty rates range from 15.3% to 42.7%)
(c) Effective Date : 23 January 2015
(d) Duration : 5 years

3.Meanwhile, the Commission has accepted the undertakings offered by the exporting producers whose names are listed in Article 1 of the implementing decision together with the China Chamber of Commerce of Metals, Minerals and Chemicals Importers and Exporters. The Chamber and the producers shall be exempted from the definitive anti-dumping duty on imports of citric acid originating in the Mainland of China.

BACKGROUND

4.Definitive anti-dumping duty on imports of citric acid originating in the Mainland of China has been imposed since 4 December 2008 and the duty in force is 42.7% of the net, free-at-Union-frontier price before duty (except for seven companies whose individual duty rates range from 15.3% to 42.7%). On 30 November 2013, the Commission initiated an expiry review and a number of partial interim reviews.
