European Union (EU) * : Registration of imports of certain cold-rolled flat steel products originating in, inter alia, the Mainland of China

Further to Commercial Information Circular No. 405/2015 of 15 May 2015, the European Commission (the Commission) has published an implementing regulation making the imports of certain cold-rolled flat steel products originating in, inter alia, the Mainland of China subject to registration for 9 months from 13 December 2015. DETAILS

2.The registration is initiated at the request of Eurofer (the complainant), representing more than 25 % of the total Union production of certain cold-rolled flat steel products. The Commission considers that the complainant has provided sufficient evidence to justify the registration, which will serve to ensuring that, should the anti-dumping investigations initiated in May 2015 result in findings leading to the imposition of anti-dumping duties, those duties can, if the necessary conditions are fulfilled, be levied retroactively on the registered imports.

3.Salient points of the implementing regulation are set out below-

(a) Date of Publication of the Regulation : 12 December 2015
 
(b) Product Coverage :
Flat-rolled products of iron or non-alloy steel, or other alloy steel but excluding of stainless steel, of all widths, cold-rolled (cold-reduced), not clad, plated or coated and not further worked than cold-rolled (cold-reduced), but not including:
  • flat-rolled products of iron or non-alloy steel, of all width, cold-rolled (cold-reduced), not clad, plated or coated, not further worked than cold-rolled, whether or not in coils, of all thickness, electrical,
  • ­flat-rolled products of iron or non-alloy steel, of all width, cold-rolled (cold-reduced), not clad, plated or coated, in coils, of a thickness of less than 0.35 mm, annealed (known as 'black plates'),
  • flat-rolled products of other alloy steel, of all width, of silicon-electrical steel, and
  • flat-rolled products of alloy steel, not further worked than cold-rolled (cold-reduced), of high-speed steel.

(c) Effective Date :
13 December 2015
(d) Duration : Nine months
(e) Time Limit for Making Requests : All interested parties are invited to make their views known in writing, to provide supporting evidence, or to request with reasons to be heard in writing within 20 days from 12 December 2015.

BACKGROUND

4.The Commission has initiated an anti-dumping proceeding concerning imports of certain cold-rolled flat steel products originating in, inter alia, the Mainland of China at the request of the complainant in May 2015.
