European Union (EU)* : Termination of the Countervailing Proceeding Concerning Imports of Polyester Staple Fibres Originating in the Mainland of China, India and Vietnam

Further to Commercial Information Circular No. 1072/2013 of 31 December 2013, the European Commission (the Commission) has promulgated an implementing decision to terminate the countervailing proceeding concerning imports of polyester staple fibres originating in the Mainland of China, India and Vietnam. DETAILS

2.The Commission initiated the countervailing proceeding on the basis of a complaint lodged on 4 November 2013 by the European Man-made Fibres Association (the complainant) on behalf of seven producers. The complainant represented more than 70% of the total Union production of polyester staple fibres. The complaint contained prima facie evidence of subsidisation and of resulting material injury that was sufficient to justify the initiation of the investigation.

3.After investigations, the Commission considered the proceeding should be terminated, as subsidy for the Mainland of China and Vietnam were found to be de minimis and due to the lack of a causal link between injury and subsidy insofar as imports originating in India are concerned. The Commission has adopted the decision to terminate the countervailing proceeding concerning imports of polyester staple fibres originating in the Mainland of China, India and Vietnam.

4.The implementing decision has entered into force on 18 December 2014.
