European Union (EU)* : Repeal of the Anti-dumping Measures on Imports of Dicyandiamide Originating in the Mainland of China

Further to Commercial Information Circular No. 937/2012 of 15 November 2012, the Council of the EU has published a regulation to repeal the anti-dumping measures on imports of dicyandiamide originating in the Mainland of China and terminate the proceeding concerning these imports. DETAILS

2.On 15 November 2012, the European Commission (the Commission) initiated an expiry review on the anti-dumping measures imposed on imports of dicyandiamide originating in the Mainland of China at the request lodged by AlzChem AG representing 100% of the total Union production.

3.While it can be concluded from the review investigation that there is a likelihood of continuation of dumping should the measures be removed, the Commission concludes that there is no likelihood of recurrence of injury to the Union industry if the existing measures to be repealed. Consequently, the regulation is adopted to the effect that the anti-dumping duty imposed on imports of 1-cyanoguanidine (dicyandiamide), currently falling within CN code 2926 20 00 and originating in the Mainland of China would be repealed and the proceeding concerning these imports be terminated with effect from 14 February 2014.

4.According to the regulation, the Commission will monitor the imports of the product concerned for a period of two years after the date of 13 February 2014 with a view to facilitating swift appropriate action should the situation so require.
